In order to use this, first download this .deb file via safari into your iDevice.

Now, open it up in iFile, and install it.
Reboot your phone
Open up iAccess 4, and change the language to "English"
Apply your theme via winterboard
-I've tested this out with my 3GS iPhone, works great...for HD iDevices, I think it works, just give us feedback on it.
If Cydia crashes, add the iAccess Repo, and it should stop crashing, thanks to Kratosx
